The Electoral Commission isn't run from the Scottish Government but its is a UK Government Organisation.

As far as I can see, the Electoral Commision is a watchdog and is the one pointing out various failings. Way to read the article.

The EC also regulates boundaries and sets procedure to be used in Elections.

Mossad, thank you for reinforcing the case set out by the Scottish Government. They agree that the elections in Scotland were run abysmally and have called for the UK Government - who currently hold that power - to Transfer it to the Scottish Government so that we can run it right.

He added that one of the recommendations of the Gould Report was that responsibility for Holyrood elections be transferred to the Scottish Parliament.

He said the Scottish government agreed with that approach but the UK government had not, as yet, accepted the case for change.

The Scottish Government called for electoral powers to be transferred because the UK gov had made a pigs ear of it. I'm glad you agree that the elections were poorly run, and amused that you were so keen to post a thread to the effect of "yah-boo the scots are rubbish" that you didn't even read to the end of the story.

But it said Scottish and UK ministers had still to decide what permanent structures would be in place for the 2011 Holyrood and 2012 council votes.

It said the UK and Scottish governments should move "as quickly as practicable" to enshrine in legislation an electoral management board and post of "election convener".

But it is the UK Government that deals with the Scottish elections.....sadly.
